Taxi & rideshare advertising in Chicago
A dense downtown Loop plus long commuter corridors make Chicago a top-tier moving-OOH market for both wraps and digital cartops. Below: what it costs here, which companies actually operate in Chicago, the local rules, and how to buy — independent and unpaid, no lead form.
Chicago at a glance
| Cost / CPM | Chicago taxi-top and rideshare-top rates (Blue Line Media Chicago page, per display / 4-week cycle): static taxi tops $250–$400; digital/LED taxi tops and rideshare vehicle tops $300–$500; a typical minimum buy is ~$5,000 per format. National OOH pricing guides that classify Chicago as a higher/mid-tier metro put static taxi tops at $500–$1,000 and digital tops at $300–$800 per cab per 4 weeks (AdQuick, DASH TWO). Taxi-TV (interior video) campaigns quoted at $5,000–$20,000 for a 15-second spot fleet-wide up to $12,000–$35,000 for 60 seconds. Car-top/cartop ads run an extremely low CPM (~$0.03–$0.10 per thousand impressions) versus $5–$15 for billboards, and full car wraps roughly $1,500–$3,500 per vehicle. Blue Line estimates ~9,500 impressions per Chicago taxi per day. |

| Rules | Chicago public-vehicle advertising is regulated by the Department of Business Affairs & Consumer Protection (BACP), Public Vehicle Operations Division (2350 W. Ogden, Chicago IL 60608; 312-746-4200). Every advertising vehicle needs a Public Vehicle Advertising Permit obtained through BACP's web portal (Chicago.gov/PublicVehicles): $100 annual EXTERIOR advertising permit per taxi/livery/TNP vehicle, plus $100 for an interior-video permit and a $100 inspection fee where applicable (pedicabs $25). Any equipment that alters the car's manufactured body shape — i.e. roof-top/car-top ad frames — must be BACP-approved and physically inspected at the City Public Vehicle Inspection Facility, 2420 W. Pershing Road (the $100 rooftop inspection fee is paid before the scheduled inspection). Specifications are set by Rule TX11.09 of the Taxicab Medallion License Holder Rules. Non-taxicab advertising must not imply the vehicle is a taxicab. The portal supports bulk permitting up to 50 vehicles at a time; applicants need a City of Chicago Business Account (IRIS) number, and failure to hold the permit results in citations and fines. |

Why advertisers target Chicago
Chicago is the No. 3 U.S. media market (DMA rank 3), making it a core national OOH buy. Advertisers target the dense downtown Loop and the Magnificent Mile / North Michigan Avenue retail corridor, plus River North, O'Hare/Midway airport runs and Loop-to-Lakefront traffic where cabs and rideshare vehicles circulate past affluent commuters, tourists and business travelers all day. Blue Line estimates roughly 9,500 daily impressions per taxi. Seasonality and events amplify reach: summer festivals (Lollapalooza, Taste of Chicago), major conventions at McCormick Place, and sports crowds concentrate mobile audiences downtown. Because Chicago's licensed taxi fleet collapsed after 2020, rideshare-top (Uber/Lyft) inventory has become an increasingly important complement to shrinking taxi-top supply.
