| Rules | Taxis and for-hire vehicles in Miami are regulated at the COUNTY level by Miami-Dade County under Chapter 31, Article II of the Code of Ordinances ("Licensing and Regulation of For-Hire Motor Vehicles"), not by the City of Miami. It is a capped medallion system: a taxicab for-hire license is treated as intangible property, the last batch of new medallions was issued in 2012, and new licenses are only released by Board of County Commissioners approval via a lottery or auction supervised by the county's Consumer Services / consumer-protection function. Critically for advertisers: the county ordinance PROHIBITS decorative or advertising decals and complete window wrapping on regulated for-hire vehicles, and no in-service/awaiting-passenger for-hire vehicle may display an off-duty sign. This is why the compliant Miami format is roof-mounted digital tops (e.g., Firefly) rather than full body/window wraps. Rideshare (Uber/Lyft) digital-top advertising became viable in Miami only after Florida state legislation signed by Gov. Ron DeSantis allowed mobile digital advertising on rideshare vehicles.
